If you have OFB you will need the "Family Fun Pack" also, I think. Or you missed a step.

There are four directions that a garage can face. Those directions are dependant on the lot location/direction.

1: Open up the %ProgramFiles%\EA GAMES\The Sims 2\TSData\Res\Catalog\Scripts directory
2: Open floorPatterns.txt in a text editor
3: look for the sidewalk section, it will look like this
floorPattern "sidewalk"
material "floor_sidewalk"
#catalogTextIndex 48
subsort "poured"
surfaceType "cment"
notInCatalog # hardcoded reference to this in the game engine
4: put a # in front of the last line, so it looks like this:
floorPattern "sidewalk"
material "floor_sidewalk"
#catalogTextIndex 48
subsort "poured"
surfaceType "cment"
#notInCatalog # hardcoded reference to this in the game engine
5: Close and save the file
6: run Your sims game
7: Place your lot.
8: Enter the lot for building
8: Place the camera (yourself) across the street from the lot
9: Activate the moveObjects on cheat
10: Change the far right sidewalk piece closest to you to something else
11: Now try to place a regular driveway.
The street part of the driveway will either be to the left, right, up (to the back of the lot) or normal. If it is not in the direction that you would want your garage to be then you will have to try a lot facing a different direction in the neighborhood view. Keep doing this until you have the garage direction you want, this should only take 4 tries at the most. Now we get to the reason that I had the first five steps. Once you find that direction that you want eyedropper the sidewalk and change the far right peice back. Now you can set your driveway, change the same sidewalk peice and place the garage section, then the garage door, then change the sidewalk peice back to the original again and continue building your lot.
