You can try downloading it...I say it requires all packs because I used wallpapers, and floors from many EP's and Stuff Packs. I also used objects from many EP's and Stuff Packs. The Roofing Tools, also are not BaseGame, but an EP.
I don't know if it is possible to put in your game. Possibly, if you do not have the EP's/Stuff Packs required, just these Items will not show up. However, It is also possible that Your Game will not accept the Lot.
I hope there is a way for You to have it, if You want it...I am not certain, but I think there is a "Tool" that You can download to be able to look at Lot Content, and remove EP/Stuff Pack content...(I am unsure of what Tool, but maybe if You asked around You could find it)...
