Yup, been having issues where my sims didn't know how to go home, finally read the lastexception and this was one of two mods mentioned.

I haven't done a lot of testing, but what testing I have done has produced no LEs. If you could provide me with the LEs, I can take a closer look.

Lots of references to Wicked Whims, so this mod might somehow be interacting with it. With this mod deleted, there's no problem with Wicked Whims still installed.

I don't think my mod is the problem. I see 3 mods referenced; mine, WickedWhims, and Flerb's power outage mod. I think there's an issue with Flerb's mod, not mine. Not only has Flerb not updated since the patch, you're also using an older version of the mod (1.3b instead of 1.4).

I did a test to confirm if there's a conflict with WickedWhims, and there's no conflict. If the issue isn't Flerb's mod, your WickedWhims might be outdated.

Cool, I'll get the currently available version of Flerb's mod and see if everything works. I don't currently have any kids to try it out with, but then I was getting the bugs without any kids around too.

BUG
Great mod but there is a bug (did a test with and without your mod and it seems your mod is guilty) :
My sims can no longer use some items from their inventory (portable piano keyboard, yoga mat, camping tent, portable shower, etc.).

I've tested and can confirm this bug. It didn't take me long to figure out the issue; and I've already fixed it. I'm going to do some testing to make sure the fix doesn't make more bug. If there's no bugs, I'll release an update tomorrow.

Does the child harvest file include toddlers too? Or do I need both to cover kids & toddlers?

"ChildHarvest_Jackboog21.zip" is both Children and Toddlers. "ChildHarvest_ToddlerOnly_Jackboog21.zip" is only Toddlers. Don't install both, they will conflict.

Quoting myself to state for commentators that this is no-longer the case. Child and Toddler interactions are now separate files that do not conflict. Install just for Toddlers, or just Children, or both.

Not sure what you're asking. Are you asking for a Toddler only version? As I explained, just install only the Toddler package. If you want it only for Children, only install the Child package. If you want it for both Toddlers and Children, install both packages.

At the moment, I can't say. I haven't updated myself yet and probably won't for a few more days. However, I'd say the mod has a fair chance of being compatible. It rarely ever needs updated, mainly because it doesn't override anything. The most likely issues are it not supporting any new harvestables. If you run into any issues, let me know.

The mod does work fine. While I can't speak for Better Exceptions, the mod does not leave any normal last exceptions.
