Update: I've redone this terrain to make it slightly more accurate to the original. I've also left the old version up so you can choose whichever one you want. 
If you're still unhappy about a particular feature of the terrain, I highly recommend the "modifyneighborhoodterrain on/off" cheat!
This empty Neighborhood Terrain is loosely based on Bridgeport from The Sims 3: Late Night. It's not exact, but the section of heightmap I used comes from the official Bridgeport heightmap. It's as accurate as I could get it while keeping it decently playable.
