This is a Maxis Recolour which means that it is a recolour of an item that already exists in your game. Please check the Expansion pack requirements to see which game pack it recolours.
If you want to know where you can find these awesome Dynamic Flashing Light Pumkin Hoodies and how they look in game, please watch my Youtube Video:
Bakies The Sims 4 Custom Content: Dynamic Light Pumpkin Hoodies (it's only 1.33 minutes long)

If you want to make your own Dynamic Light Clothing, please watch my Youtube Tutorial Video:
The Sims 4 Tutorial: How to add Dynamic Light to Clothing (it's only 8.22 minutes long)

Only want to add an image to clothing but don't no how to do that, please watch my Youtube Tutorial Video:
The Sims 4 Tutorial: How to place an image on Clothing (it's only 5.23 minutes long)

Dynamic Light Pumpkin Hoodie
After learning how to do this myself by following Untradionalnerds written tutorial, I now can't stop making Dynamic Light Clothing.
In this case, I made a Dynamic Flashing Light Pumkin on the back of a Hoodie. When watching my first video on top, you can see how awesome this looks in-game, rather then staring at my image.
Now if you think, I want to learn that too, then watch the second video.

Many more Dynamic Clothing will come and for a sneak preview, watch the end of the videos or click one of these links:
Dynamic Light - Light Source Clothing

Object information:
This download contains 3 packages with the Dynamic Light Pumkin Hoodies.
I made these for both male and female adults and children.
To find them in CAS, go to Tops > Sweatshirts / Hoodies.
You will find a black Hoodie with a small orange pumkin in the lower right corner, click this one and you can immediatly enjoy the Dynamic Light in CAS.
(In my video, the flashing light in Live mode stutters a bit, this is because of my laptop not able to record it right, in game it will flash more smoothly.)

Game Requirements:

I Hope you like it and will give me some credit if used in videos or screenshots!

I know next to nothing about creating CC for TS4.. so this may just be a silly question.. but would this work for the tattoos in game? The alien sims could be bumped up in coolness (as would normal sims, I suppose), if that were possible.

No, unfortunatly you can't use this on items that don't have meshes. So not possible for a tattoo or make-up type.

That's a darn shame... *le sigh*

Thanks for the response.. it really is an awesome hoodie!

ETA:

Would the eyes be a "mesh" that this would work on? Oooooooh.. please say yes... lol

I'm sorry, eyes don't havemeshes too. They only have a texture file you can change.

I made a tutorial about making clothing glow, so others can try...or maybe you can try it for yourself! Links on the download description page.
