Gather Water ON the Grid

It does what it says.
I never understood why the moment sims connect their house to a powerline all their buckets suddenly vanish and their ability to collect water magically disappears so I edited the "gather water" & "gather snow" interactions to not require the "off the grid" lot trait anymore. Let me know if you run into any problems.
