Here is Tamara Kell (or at least as close as I can get in S2BS). She is the daughter of Brian and Sylvia Kell. Brian became an elder as she was born and died before she became a teen (so sad). She now lives with her mother Sylvia.
.....As Tamara is in the game, she has much custom content, but I cannot trace the sources of them so here is kind of a "stripped-down" version of her. To get her as close she is in my game, change her eyes to very dark brown (almost black!) and give her some light freckles as a blush. If there is any non-Maxis content, I am completely unaware of it and have made every effort to include only Maxis content. I hope Tamara finds her way into your game and you enjoy her too.
