The exact same thing happens with other packs.

You might still be too poor for them, kaching and motherlode are usual cheats

Making money involves valid, legitimate methods—not shitty cheats.

Are you in a community lot? Or you could try for deleting some stuff

By default some items can only be placed on community lots, if you are working on a residential lot those items are visible but unavailable for purchase (without cheats). And some items cannot be purchased in build/buy mode at all without cheats.

In your pics, it appears that only cars are unavailable? Or, are there other items you can't buy??? Also, I know you said your Sim has enough money, but as far as I remember, items that are red, are because your Sim doesn't have enough to buy it.

Something you can try, and undo after, is if you have Nraas Master Controller, click on your Sim, click Household, then Family Funds. You can add 500,000 or more. See if things remain red. When done, go back to MC and -500,000, to remove the cheat money. I can't think of anything else that reds out items like that.
