I'm new to CAW! All I'm learning has been obtained from all over the internet. A lot of things I've searched have been really hard to find.

One of the things I can't seem to find info about is stairs.
I wanted to add stairs in CAW to allow Sims to get from higher ground to lower ground (imagine a beach that has the city above, sperated by a retaining wall, and I want sims to access the beach). There aren't stairs in the metadata and, because of that, I think it isn't possible. But I wanted to know if there are any alternatives.

You can build stairs virtually anywhere. But I think what you want is stairs outside going down to a beach. You will need to make a lot for the beach so you can build there. Then place a couple of "floor" tiles at the bottom and top of the area you want the stairs, and the slope of the land should somewhat match the angle of the stairs. You will probably have to experiment a bit to get the floor sections positioned correctly and fit the stairs exactly where you want them; and, unless I've not discovered some cheat, stairs can only orient N-S or E-W, not at an angle.

As an example of these type of lots are "Civic Plaza" stairwell, which leads from the downtown area to the public services office in Bridgeport. Other example is "Twinbrook Esplanade", which is the stairwell small park from the town's center to the lake area.

And is there a way to do that?

Like in the previous post, which @jgf wrote, you have to create a community lot type on the slope, which connects the street to the lower level, where the beach should be. From there you should enter EIG mode (the green Sims logo on top), enter Edit Town, choose this lot and create the staircase there.

If your space is big enough and the created lot is the same size, you can copy the stairwell lot from Twinbrook or Bridgeport and place it in your world.

When editing lots in EIG it's important not to make a lot of changes in them, because the editor is more prone to crashes. It's recommended to create the lots, that you will use in your custom world, in the game and then place their finished state in EIG. If that's not possible, be careful and save your progress regularly.
