I think that only works in owned restaurants, but I could be wrong. Most of my restaurants to date (well, all of them if I'm honest) are as yet unowned (or community owned if you prefer). But the next time any of my Sims dines at a restaurant, I'll try and see if I can lock the door to keep the great unwashed out of the kitchen!
