I don't know if this considered a bug, or a glitch, but I'm asking for help on this one anyway:

Whenever I save, using save as..., then quit, clicking on just exit in my save file(s), my "userpersets.package" file looks normal in my user folder, but whenever I reopen the selected save file, then enter a selected lot, and either open the Create-A-Style tool, or go to wall coverings, and/or floors and ceilings, ALL of my saved walls, saved floors, and saved recolors made with the Create-A-Style tool DO NOT, and I repeat, DO NOT reappear in the game.

BUT, whenever I close the game without saving, while I'm on that same lot, weather I'm in build mode or in buy mode, reopen the game, and return to the lot, the "UN-SAVED" presets, walls, and floors reappeared in the game, as if nothing happened, is anybody else having this problem?

Is there a way to go around this problem?

It's possible for some mods and bad CC to affect the userpresets file access, too.

Try moving your entire The Sims 3 user folder somewhere else and a new one will regenerate when you start the game. Make some test presets, save and exit, and test for the issue.

If it's working, something problematic is in the old folder that is causing the issue.
If not, you can move on to troubleshooting other kinds of file-access issues like OneDrive or something similar having that file open when the game goes to access it.

It might be luck, and what I'm about to say could be wrong, but my saved presets disappear when I save the game, then quit, but are saved only when I click ' Save and Quit '

Using save and quit is frequently advised against as it overwrites the same save over and over again and sadly eventually usually corrupts a game. It is advised to use save as and renumber each save file so if something corrupts or glitches there are back up saves.
