Thanks to this tutorial I was able to figure out how to add new lots to existing worlds! I'll post the tutorial here if that's okay. Something to note is that you won't be able to access the neighborhood you add lots to if you haven't updated the save file you are using. It will just take you to an infinite loading screen. On the other hand, if you only change the save file data and not the .world file you will receive an error message and then infinite loading screens. Switching out .world files does not seem to have any effects on the saves themselves (ie no corruption), so you should be able to switch the file in and out depending on what saves you want to play with. BUT JUST IN CASE: always back up your save files and any files you switch out from the game!!! Okay with that out of the way here's what I did:

1. Decide on where you want the lot. Terrain does funky things to the lot so just keep that in mind.

2. Go into your program files for Sims 4 and head to the delta folder. Find and copy the .world file you want to change to a new folder and also make a backup of the original. Using S4S go into the copied .world file, find the World Data tab then click on ObjectManagers. From there copy one of the object managers with a [1] next to it, take note of the ID. On the copied manager click 'edit items', there should be two things that show up. The top one is the lot id, which we need to change. Back in the main screen for S4S there's a tools tab, click that and then select Hash Generator. We will be using this later too so keep it open. In the text box put in :whateverNameYouWant1, I find putting a number at the end is helpful when making multiple new lots. Underneath, the hash values should generate as you type. Copy the FNV24 value, that's going to be your lot id which we will use EVERYWHERE. Going back to the Editing Data screen, input your new lot id into the ID box. Now click on ObjectManagerLotData. Here you can set the location and rotation of your lot, so input your coordinates. (Theoretically you should be able to change the lot size to whatever but I keep running into issues with trying to assign new lots a smaller size than the one it's copied from. I also can't seem to make lots smaller once they are created, it makes my game crash... so if any of you have suggestions or tricks PLEASE let me know!!) Save and close all screens until you are back to the main one.

3. Click on Unknown World 2 and select Items. Copy from the same lot you copied objectManagers from. In the LotId1 and LotId2 boxes input your new lot id. Save! Now go to World Lot Parameter Info and select Edit Items. Do the same thing, copy from the lot you copied from previously and then change the lot id to your new one. Save! Now head to World Object Data and hit Edit Items. Same thing here as well, copy from the same lot and then change the lot id. If you want to change the location your sim will spawn to when visiting the lot then this can also be changed here, just go into Locators and change the position coordinates for each spawner. Save all the way back to the main screen! We are done with the .world file!! Move your modified .world file into the program files.

4. Now go into the save you want to use. I use https://www.curseforge.com/sims4/wo...slys-blank-save since it's completely empty and easy to copy/make variations of. Open the save with S4S (the saves are located in Documents not the program files). Do NOT touch the Zone Object Data, messing with that is what corrupted my save EVERY time. Go to Save Game Data. Scroll down the very bottom and select zones. Find the lot you copied everything else from and copy it again! Change the lot id to your new one and then scroll all the way to the bottom. Take note of the zone id, we'll need it later. Go back into the Hash Generator and copy from FNV56, this is your new zone id! Put that in and then save. Now scroll up until you find the last neighborhoods item. If you click "Edit Items" and it's empty then you haven't scrolled far enough, you need to use the very last neighborhoods you come across. Find the world you are putting your lot in, and then select the "Edit Items" next to lots. Scroll through until you find the one with the same zone id as the one you copied in zones. Copy that and then input your new zone id.

WE DID IT!!! If you did everything correctly then you should be able to go into your save and see the new lot when you visit a different lot nearby! However, if you try to visit the lot from the map or in live mode it will take you to an infinite loading screen. This is good! If you run into the game crashing then it's probably errors with your save file changes, and if you can't load into a lot nearby then there is an issue with the .world file. But if you are able to load into a nearby lot then you've done everything correctly! There's one last step to be able to actually enter the lot and use it but first make sure that the new lot is where you want it to be. Move your sim around, gather coordinates, and then modify the position in World Data again. Make sure any time you make changes to your .world file that you copy it over into the actual game files!!

5. Okay last step and it's a bit annoying. Go into your program files again and make back ups of your ClientDeltaBuild0.package, SimulationDeltaBuild0.package, and SimulationPreload.package files. We have to go into all of these files individually but the process is the same for each. Head into the file, organize by type, and locate the lot descriptions. Find the one that has the same lot id we've been copying from and paste in your new lot id. Seems simply enough but when you're doing a bunch of new lots at once it can be really annoying and time consuming, so if doing that just batch export all the lot descriptions you've added into one and batch import them into the other two files. Now replace your program files with the edited ones! You should be able to edit lots by visiting in live mode now!

Congrats!!! You've made a new lot!!! Once you get the hang of it, it's not too terrible... the worst part is adjusting the position and rotation of the new lots. That can take forever. Whenever you want to play in that neighborhood using a save without the new lots then just switch out the .world file for the original one.

Some things to note/quirks: The map gets funky as you add new lots, and by that I mean that the lots you make and edit will appear near the top of the map in manage worlds. I haven't figured this out yet. Another quirk I discovered is that the game does not like it when you try to place more than 12 lots from the gallery down, as in the game will just completely crash. I haven't figured this out yet either.
