He doesn't. After you collect all of the stars (123), you use the cannon by the lake/pond to jump up there to him. He gives you 100 FreeMans.

Maybe or maybe Bowser. Also, I have a question. I was always told that Bowser was Peach's pet, is that true? I was also told that she lost control of him and he got mad at her and kidnapped her....
