Before you say "oH jUsT rEsEt tHe lAyOuT" That didn't work for me. I cleared the cache and what not but still no change.

Which version of SimPE are you running, where is it installed to, and have you patched it to be large address aware?

Also you could try this:

-RUSH- -RADIO- -RADIO- -EON- -ARCHIVES-

Usually that just means that SimPE cached an incomplete version of the neighborhood because it got interrupted while loading it and you need to clear the cache by either restarting your computer or reinstalling SimPE.

The SimPE cache is a completely different thing than the game cache files, and it only gets cleared when you restart your computer or reinstall SimPE, like I said. And also just like I said, you reinstalled SimPE and that fixed your problem. SimPE doesn't have any metadata option, so I have no idea what you think you did, but it was reinstalling SimPE that fixed the issue and not that.
