Well I do have a lot of 'other' villains, like Mad Hatter, Zsasz, Calendar Man, Bane, ummm Holiday from A Long Halloween, Killer Croc, Tweedle Dee and Tweedle Dum, This list could go on for days.
Oh and The Red Hood, cuz that was The Joker before he was the Joker. Well for one night anyway. All the other times he was somebody else.
I should shut up before I ruin 'The Killing Joke' completely.

I voted for Two Face because I developed a soft spot for him in the movie and I always liked Tommy Lee Jones anyway. Although Catwoman is a very close second.

Speaking of Scarecrow, I think Cillian Murphy plays a wonderful one and the guy that voices him in Batman; Arkham Asylum is epic. Here, there s a sounds byte of his laugh, give it a few seconds. The whole thing is great, but for just his laugh fast forwar to about :25 seconds.

Ra's al Ghul and Two-Face, I don't know why I like Ra's. but he reminds me of my grandfather Vincent Vyron. and Two-Face. you can see why they call him "Two-Face"
