This might be able to be added to something like the LotAdjuster (on a per-lot basis), or might be better as a standalone program, so that it would give you the value of all lots in all subhoods, possibly in a text format which could be saved to disk. Alternatively, it could be added to the Lot Description plugin in SimPE, especially if that plugin already opens the lot package.

The lot value is stored (as 4 distinct values plus a calculation) in the lot package in the SIMI record:
