Try this method. It's not exactly a true skyscraper, as it still only technically has 5 floors, but it will appear to be a skyscraper all the same:









This is the basic trick to making 15 story skyscrapers. You can make much taller skyscrapers using a variety of other tricks, but first get this one down and then use terrain trickery and whatnot to fool the game into making structures even taller. It's a surprisingly versatile build mode trick.
