Very similar to the LotCompressor, the HoodCompressor would just remove useless junk from the neighborhood package.

One obvious thing that can be removed is the string descriptions in the text lists, which are just used by EA to make notes about the individual strings in the text lists, such as which strings need to be translated; these string descriptions are useless.

It might also make sense to provide an option to remove extraneous translations, although we wouldn't want that to be the default option.
