If I combine and/or edit EA meshes to make a new outfit, but the outfit I made still require the original EA meshes in game, would I upload it as New Mesh or as a Recolour? Sorry if this is obvious, but it seems to me it could kinda fit in both categories and I want to make sure I upload it correctly.

If your CC requires an EA mesh, you should upload it as recolor and include the EP/SPs needed, even if it shows as a separate item in-game.
Only categorize it as New Mesh if it is, well, a mesh made from scratch, or at the very least modified and included within the file.
