Simcity 4 does not handle well multiple CPUs. Try to use the CPUCount paremeter to force only 1 CPU for the game and see if it helps.

here is what I typed into my steam client and this worked and it has not had one single crash where else it would almost always crash at random to the desktop I found out that the custom resolution makes things too small on my screen so I just used the 2nd portion of this technique
