There is no option for "Relax here" on beach lot
I tried with no terrain paint, and all terrain paint that's under "Dirt & Sand", and yes, it's flat. Help : (

You should be able to relax here on any lot.
Try this click on spot and click flatten. Then flatten 6x6. Then go back to live mode and try to relax here in the flattened sectioned.

You have to have a big enough flattened terrain spot for the relax here to happen. (I think even a 4x4 might work)
