It's perfectly fine to model in 3DSMax, but as far as I know there aren't any working plugins for the newest editions (any existing ones are likely ancient and not usable), so you'll need to bridge it into either Milkshape or Blender to assign bones. Both of those have working plugins.
Export as a format either of them can read (OBJ tends to cause the least trouble, assuming you've set up the mesh properly - any program-spesific modifiers should be "discarded" in favor of applying them directly to the mesh, such as edge smoothing/edge split), and go on from there.
If it's an object that doesn't need bone assignments, make sure you're modeling in the proper direction (handle should be pointing in the same direction as the original TS2 mesh you've cloned, they should be roughly the same size, etc.).

Bone assignments are done similarly to clothes/hair/etc., but needs to be done manually since objects have much fewer bones and very different placement depending on object.

(Not sure about tutorials for objects in Blender, but there are tutorials for clothes, and I'd think the method is similar enough).
