There's a download that claims to do that at http://simsky.wz.cz:8080/ensimsky.php. I haven't used it, so I have no idea if it works.

Of course, there's really nothing there UNDER the blur unless you download a default replacement for the nude skins...

There's one there for the Sims 1 in the sidebar.

I think I used it once long ago just to say I'd tried it.

No, they have one for The Sims 1 AND for The Sims 2.
