Help: Can't go Downtown (Legacy Collection)

My Sim will call for a taxi to Downtown, the taxi arrives but the cued action disappears and it's not possible to click on the taxi. Eventually it drives away. This happens every time. I'm really hoping someone has a fix for this as my Google-fu hasn't brought anything to light. My Sims need new clothes and fancy restaurants, damnit!

Can you go to other places that don't let you save on the destination lot (i.e. anywhere but Vacation Island)? Old Town? Magic Town? Studio Town?
