I've tried a brand new neighbourhood without mods, she only smacks sims who woohoo in public, and lectures sims using underwear or swimsuits, sometimes
I'm using the Legacy Collection, but I do remember it working on the regular edition
there are some checks about romantic interactions in the BHAVs, seems like she should actually do it

Have you checked without CC/mods? It's likely you've got something that stops the behavior.

Is it maybe another Legacy bug? They have fixed quite a bit, but I am sure more of it is broken. If it happens with no cc you might want to post on the EA area for it.
