Hello all. This issue floats around MATY and here... but I have never seen an actual solution to the issue. I have seen the reasons that this happens and many suggestions but none fruitful.

Essentially, when you take an NPC apartment resident, such as a townie (or ostensibly anyone else that is a non selectable apartment resident) on a group outing, it breaks them. Seemingly permanently unless you move everyone out of the apartment and move them back in again (but in my case, she is STILL broken after teleporting her in with SimBlender and using apthack's function to force her to rent the neighboring apartment)

It makes them virtually stuck inside their apartment shell, since, upon making this townie selectable, I discovered that the action to "Sleep", strangely with a skill book icon, is being forced on her anytime she comes out of her apartment. This action can be found in the TTAB for the Apartment Controller, but I can't make heads or tails of the BHAV commanding her to do this and why it seems to be pushed so strongly on her only after an outing. I know it is pushed strongly because she can only come out of her apartment for a split second before turning right back around and "sleeping".

Simlogical's apartment fixes claims to solve this. It apparently doesn't because it only stops it from happening, seemingly, but doesn't seem to "Unstick" her.

She also is not interactable. Only basic functions appear in her pie menu. The pie menu actually looks the same as when a non selectable Sim is leaving a community lot out of the player's control. Only a few options appear (possibly none or very very few if you don't have mods)

I have tried resetting her, I have tried "Making her Bugger Off" using BRY, and I have tried deleting her through moveobjects, and none of this actually solves the issue of her being stuck. Deleting her with moveobjects makes her interactable for a while, but then once she "Sleeps" and is forced into her apartment, she is broken again.
This is NOT caused by the apartment lot itself because this happens on every single apartment lot.

I have taken out all apartment hacks. Didn't work. I looked at her Sim Description in SimPE and nothing stands out to me. Her motives aren't set to static, etc.

Can anyone elucidate me on this? There must be some kind of flag set that is not being removed by any known methods. Like "On an outing" or "Leaving lot". Her literal only action (before I delete her with moveobjects and reload the lot) is to Sleep in her apartment all because I had the audacity to invite her on a group outing.

Currently I have only the apartment door mods from apthack, which allows me to force NPCs to rent apartments. So a stripped apthack. Then, I have Simlogical's entire fixes, and it doesn't help.

Hmm, I can't say I have my sims go on outings with neighbors, but they have gone on dates with neighbors and don't experience this. Is this stuck behavior only after an outing, specifically?

In any case, in order to tell what's the issue, I think you need to remove your mods and figure out what's causing this. So back up your game, and then remove all your downloads. See if you can recreate the issue in a vanilla game with no mods. You can use a test hood or the one you're using (if the latter, again, back up your hood first).

I would test the date scenario and both outing types to see if the issue persists and under what conditions. I'm thinking that you have a mod conflict or something, but it could be vanilla behavior. And just FYI, if by inge's apartment fixes you mean the signs that you hang outside apartments and tell sims whether to stay in their apartments or hang out in common areas, etc., those aren't so much fixes as they are a different way to play apartments. And it can conflict with other mods, so that could be something that's going on. But you really have to test to see what's going on.

And if you test and it doesn't happen in a vanilla game, then you gotta do a 50-50. Slowly put back in some of your mods and see which combo of stuff causes the error until you narrow down and find the exact file(s).
