The easiest way to do it is with
SimPE - open up the hair, check the ages in the "Property Set GZPS" resource (toddler = 1, child = 2, teen = 4. Assuming you'll usually keep the rest since those can share the mesh).
You only have to delete Property Set that belongs to the age/ages you want to remove - the hair does not show up if this resource is missing.
Don't touch the 3DIR files, they're a bit iffy with hairs.
You don't really need to delete anything else, unless you want to reduce extra toddler/child textures that aren't needed. Hairs are a bit complicated, and it's easy to delete something you shouldn't. The TXMTs often share TXTR resources, so you need to look at each one to see which use which texture, if you want to delete any of that. The 3DIR/GZPS/BINX are ALWAYS sorted by the Instance number and the age/gender can be read via the GZPS resource. Ages often aren't in order.
If you don't want to delete anything, you can change the "Value" in the PropertySet "Age" and "Gender" to "0". This also hides the hair.
(Commit and save after value changes in the PropertySet).

The hair binner can be "tricked" into just binning 1-3 hairs into one family, but the method can easily get a bit confusing.
May not work with already binned hairs, so keep a backup of the original files until you've tested the rebinned hairs.
- Put the 1-3 hairs you want to family/bin together and remove ages for (max one of each color) into a folder
- copy one of the files as many times as needed to make 4 files, and name the copies/"stand-ins" as if they're the missing colors ("red-delete", "black-delete", etc.).
- Bin the hair using these copies as "stand-ins" for the missing colors.
- Delete the "stand-ins" when done.
- Test to see if the hairs work the way you want.
- Repeat for the next hair family (you need to make new stand-in copies, don't re-use the other files) - the reason being they need different family numbers, or they can cause some conflicts with each other).
This way you can family together just one brown and one blond, and/or fix the ages of one singular blond, for instance.
