This is one of my favorite skintones that I've made and the one I worked the hardest on to get the color just right. I wanted a rose petal/coral type of color but nothing too bright or too pale. I think perhaps it ultimately ended up a little brighter in the game than I had planned but I'm still very happy with it. I tried to find a good equilibrium between what I thought looked pleasing and what would actually combine well with most clothing colors.
As far as usage goes, this is a nice alternative for an alien skintone. It also works very well for Sims with excessive sunburn (those poor things!) The lighter portions of the skin are much more strongly defined than in the others, which can make it look a little unnatural. I'm not sure how that happened but I don't feel like correcting it now.
Because this is a Maxis recolor, it should work for all ages and genders (and -none- of these are anatomically correct.) While it's not impossible that someone might have used this color as a new skintone already, I still ask that no one upload this anywhere else or take credit for my work. I may have very little way of telling the difference, but I make the request anyhow.
Edit: Just changed the swatch so it has my name on it now (not for security reasons, I just wanted a tiny bit of fame) and added a dorky little readme. If you've already downloaded these, you don't really need to download it again. (Although you can if you want to.)
Also, if the download doesn't seem to work in your game, please try downloading it off my page at the Sims Exchange. That should solve the problem entirely (the elf ears are packaged with their respective skin, so if those are giving you trouble this download will help with that too.) ^_^;
