This is a custom mesh for a Sailor Moon/senshi uniform for teenage female sims; the bow has been expanded, a raised heel added to the feet, the front of the chest straightened out somewhat, and an extrusion above the skirt added.

I'm afraid a more determined person will have to make the pigtails/buns/fringe hairdo that Sailor Moon herself wears.
