Smarter Trash Emptying

I have created an option for those with the Seasons DLC that will prevent Sims from emptying the trash in extreme weather that would cause them to drop the trash, panic, and run back inside. Sims with traits that would protect them from panicking will still empty the trash as normal. Apartments and penthouses will be ignored since they typically have an indoor trash chute (you do not need the City Living DLC to use this mod, however). This option assumes that your Sim's "outdoor" trash can is, well, placed outside. There's no check for if the outdoor can is actually placed inside, but you can always direct your Sims to empty the trash if there is a storm, as this mod only affects their autonomous behavior. (you can use this option without Seasons, but it won't be any different from my original mod. use whichever you prefer)

Description
This simple mod prevents Sims from autonomously emptying trash cans unless they are actually full or overflowing. You can still tell sims to empty the trash if there is only a small amount of trash in the can, but they will no longer do this on their own.

I made this mod because my sims kept taking out the trash as soon as they threw one thing away into an empty can. It was time-consuming and kept them from performing other activities they could have chosen to do instead.

Conflicts
This mod will conflict with any mod that changes the following XML:
