There are a number of mods on this page related to reactions and emitters in the Sims 2:

Reaction Naked Underwear Mod: This mod changes a few things about how sims react to naked sims, and also adds a new feature that allows sims to react to other sims who are in their underwear, as they don't react at all in this situation in an unmodded game. Here is how it works:

When a sim considers reacting to a naked sim in an unmodded game, all sims are allowed to react. This mod makes it so that sims who are naked, who have 900 or higher Outgoing, zombies, active werewolves, bigfoot, and servos won't react. If a sim is naked, their grandparents and parents will also not react if the naked sim is child or younger. If the reacting sim is older than teen, they will not react to other sims if the two sims are married/engaged/steady or if the reacting sim has a crush/love towards the other sim.

When a sim considers reacting to a sim who is in their underwear, they won't react if the reacting sim is naked or in their underwear, or the reacting sim is a zombie, active werewolf, bigfoot, or a servo. If the lot is a residential or hotel lot, or if it is an apartment lot and the sims are within an apartment suite, then the reacting sim needs to have lower than 500 Outgoing, otherwise the reacting sim needs to have lower than 700 Outgoing to react. Grandparents and parents will also not react if the target sim is child or younger. If the reacting sim is older than teen, they will not react to other sims if the two sims are married/engaged/steady or if the reacting sim has a crush/love towards the other sim. When the sim reacts to another sim who is in their underwear, they will perform an embarrassed reaction if the reacting sim is the target sim's grandparent or parent, or if the reacting sim has 300 or lower Outgoing, otherwise they will laugh mildly.
