Non-Progressive (Fixed) Tax Rates

This mod overrides vanilla taxes, making them fixed and not dependant on the price of your lot.

In vanilla, taxes are progressive according to the following table:

Lot Price -> Tax Rate
<20k -> 1.8%
20k-30k -> 2.7%
30k-50k -> 3.15%
>50k -> 4.9%

This mod makes a fixed tax rate 1.8% no matter how rich your household is.
