This dress has been requested by Skylark on sims2community. And after a huge help by guys there in finding which mesh I have used

, I can tell you http://simsrubicon.com section clothes/women/formal the 8th dress (now is the last, however, it is the beje one with the alpha editable mesh). Hope you like it!
