This one's just a simple mesh for adult male Sims. Shows up for young adults, too and needs no EP.
Well, it looks like.. Some kind of 3/4 Pants combined with high-heeled Boots I guess.

Because of the usual suspects..

I made some changes while the upload has been in moderation process:

re-mapped Texture for easier recoloring
re-assigned Joints
added Bump Map
added Fat Morph
added one recolor

So what you see is what you get.
