Debug Bin Unlocked and Usable

As I was going through the new objects from yesterdays patch (16.07.2019), I found this bin.

All of the new objects are cosmetic only, so they have no functionality.

I have added the typical bin/trash can functionality to this so it now works as an outdoor bin, that can be placed indoors too!



I have also changed the catagory, it can be found in Appliances > Misc with the rest of the bins
