I have made Fluttershy's hair, skirt, and boots. I didn't make her top because it's basically a basic white tank top in the show and the sims already has plenty of those.

The hair is made for Elders, Adults, Young Adults, and Teens.
It can be found in cas in the hair section. 
Hair > Long

The Skirt is made for Elders, Adults, Young Adults, and Teens.
the skirt can be found in cas in
Bottoms > Skirt > Everyday/Formal/Hotweather 

The Boots are also made for Elders, Adults, Young Adults, and Teens.
they can be found in cas in under the shoe section.
Shoes > Boots > Everyday/Party/Coldweather.
