Default why are they highlight in red on a lot i build in pack installer
i was looking through some lot i build and I was seeing the one I built have some thing highlight in red. that is impossible I didn't use any hack on this lot I don't even know how but for some reason there highlight. it even did it on some object that I recolor but there just minor recolor and there still mark in red. i don't want to put a hack in my game

You do have hacks on the lot. You installed a mod that makes the portals buyable, so now those are included in the lot. You have to uninstall all your mods before you package the lot.

Is it not possible to just use Clean Installer remove them from the package? Rather than uninstall them all from our game? Some of us play with a lot of mods!

You can see the names of the files to the right, under FileName - these seem to be a buyable car port and some other buyable item.

If you've downloaded lots that contain CC, and you've dumped this CC in a folder or some such, it's likely the items are in your CC folder somewhere, you're just not aware of them.

Looks like Inge Jones' buyable portals.

Quite a few things like hacks, recolours, buyable mail boxes, a range of items will try to 'piggy back' with a lot when you package it.

Open in Clean Installer.
Untick all the things you don't want.
Do save as a slightly different name. For example if the lot was called 'The Blue House' you can change it to 'TheBlueHouse'.
Open the new package again to double check that only what you want to be packaged is packaged.
You can now zip it up with WinRAR or another zipping program for upload.

If you are not the lot builder and you downloaded a lot with this you want to do the same thing, open in Clean Installer and untick what you don't want, do save as a new name. It indicates the person who uploaded the lot does not know to do this so I would go over the files carefully.

Mods and CC do not 'corrupt' the game. But you may not want them and of course hacks (in red) may do things you don't want. Those are just buyable portals. When you send a sim to another lot they leave via an invisible portal. This is a buyable portal. If you ever felt you needed a buyable portal (maybe you accidentally deleted one off your lot) you would do better to go to the download, read it over and install it.

Go to the build catalog and look where your two storey windows are. Can you see them in there?

You can delete them from your Downloads folder if you don't want them in-game, this won't cause any problems. You can see the names of the files on the information tab of the download:
https://modthesims.info/d/251392/portal-revealer.html
If you have renamed them (or if you inadvertently installed them with a packaged lot) then you can find them using the 50/50 method:
Game Help:Finding Problem Custom Contentwiki
Or, you can browse your custom content using SimPE or the Clean Installer and find them that way.
