Default SimPE - No Data folder
I have SimPE 0.77.69

When trying to learn how to recolor a build mode object in The Sims 2 using SimPE, I was told in a video that I needed the hoods.xml file for this to work. I realized I didn't have that file in my SimPE folder.

But after further investigation and looking more attentively through my install location, I found out I had no Data folder.

At all.

I searched everywhere on my computer, even outside of the SimPE install location, in hopes that, somehow, my Data folder was separated from the application folder, but there was nothing.

So I was wondering how I can get a Data folder? Do I need to get an older or newer version, or would that mess up the changes I've made in my game with SimPE? I want all of the files that the Data folder would contain (in normal cases). Can I download it somewhere?

Apologies if this is common knowledge, but it's only now a significant inconvenience for me.

Please let me know.

Did you use a no-install version ("unzip to selected folder"), or install version ("install via EXE file")?

The no-install version has all the needed files in the same folder, but I think the Install version puts the Data folder (and a few other files) in a different location, likely Documents or AppData or some such.

I'm not entirely sure, because it's been so long since I've downloaded SimPE (and I wasn't familiar with a no-install version of SimPE), but I do know from the name it was the SimPE_0_77_69-Source download that's in this SFS folder.

I followed your advice and checked my documents, and I found this folder named Data in it (I've attached a photo). I'm pretty sure this is just a SimPE log, because it's not connected to SimPE despite having numerous files that end in ".simpe", and has none of the files a Data folder in SimPE would have. Plus my AppData folder is completely empty.

Unless you're actually going to compile it from source, you don't want to download the sources. Use one of the other downloads instead.
