Some spaced out towers are surely not problematic, a town cramped with them surely is. Did you have a look at Boroughsburg? That is a medium-sized world that gives a perfect illusion of a large town. You don't necessarily need a big world and 200+ lots to make it look cramped. Especially when you plan to use many highrises you should keep your mind on perfomance (also, it's a pita building 200+ lots, let's be realistic here).
