I finally made a starter home that is cheap enough for my sims to actually use without cheats. It sits on a 3x2 flat lot and sells for $18,318. It has 1 bath, and 2 bedrooms in the basement. The kitchen and bath are both furnished.
I haven't tested it with a sim yet, but there shouldn't be any problems.
The Sims2Pack has been cleaned of any special content and only contains the lot file.
