this is a decoration building (num.2) for your neighborhood.
it is for decoration because it isn't for inhabitants (it has no way to go up the levels, it doesnt furnished....).. thats why its a community lot. sorry.
the best purpose of this building is for neighborhood decorating


i will next upload 1 more building for the hoods decoration.
