Hi,
this is a decoration building (num.3) for your neighborhood.
it is for decoration because it isn't for inhabitants (it has no way to go up the levels, it doesnt furnished....)..
the best purpose of this building is for neighborhood decorating
and thats the reason i upload it under "Community" type of lot although its a Residential Lot.
