I had a couple of very bored toddlers on my hands, and the snow recolor of neighborhood terrain...and thought to myself, why shouldn't my poor toddler sims be allowed to play in the snow.

this was the result.

you need Echo's sandpit mesh to work.

This is a new mesh recolour, and means that you will need to download the particular mesh itself in order for this to show up in your game. See the Meshes Needed section or read the text for more information.
