I saw this dress on a vintage website and just had to try and make it for my sims. I was surprised when I finished, as my skins usually turn into disasters, but I was pleased with this one. I thought I'd share.
Just a note, there is some pale detailing on the shoe that isn't clear in the picture. I didn't just leave them white, I promise ^^
You'll need bodymesh0033 from the peggysims2 free area for it to show up in your game.
And if you like it, you could always push the thanks button...
