These blueprint tiles--that cost $0--are designed to let you plan your construction without your sims paying $$ for corrections. My daugher and I made these to help us plan construction. The tiles are in floors-miscellaneous.

This update includes rotations of the tiles for people without expansion packs that allow the < and > keys to rotate floor tiles. There is no need to upload the new set if the main tile set works for you.

There are two zipped files. One contains just the basic tile set and the other contains the tile set with the added rotations. Download either one. If you download both and put them in your game, you'll get duplicate tiles.
