Ever since The Sims 1, one thing I hated the most was the "Fire!" action. Sims would just stand there screaming instead of calling the fire department. Well no longer! I, using XML tuning, have disabled this action (by setting all the age limitations to "false"), and also disabled autonomous extinguishing of a fire (even for a brave sim). You can still have your sims extinguish a fire, they just won't do it by themselves. You cannot, however, have your sims panic, although I don't think you could anyway.
