I was looking for an easy way to decrease travel time to work on multiple skills before or after my sims had to go to work. Atlas Community Center features...
*fully stacked library to work on skills
*computers to work on writing or fun
*unisex bathroom w/ showers and mirrors to increase mood before/after work and charisma
*outdoor grill so I didn't have to go across the street to the park to eat
*kiddy room so I didn't have to babysit my kids constantly
*chess boards to work on logic
*pond to work on fishing

Some side notes
*your sim gets the power study moodlet when studying here just like the official libraries
*bathroom and computers have been tinkered with to clean themselves or be unbreakable
*no custom content, community lot, or buyable content
*lot is set as a residential so you can place it in any empty lots in your town. When I saved it as a community, for some reason I wasn't able to place it in 20x30 lots even though I built it on one. After you place it, manually set it to a community on the popup menu. This way you can have the utility lot next to your houses in the mountains if you wanted.

Store Look Series
If a "Open for Business" expansion ever comes out for Sims 3, this building could be easily modified into a store.
