Relaxed the Needs : Slowing or Stop the Needs decay

This mod Inspired and Study from snthe's mod and snthe's mod , This mod is recreated based on The Sims 4 v1.90.358.1030.

The new version is different from the old version. The number is a reversal from the old version, 20% is the slowest instead.
The "Needs" decay will be slowed down to [20%, 50%, 70%, 90%] from the normal rate of 100%.
