Here is a simple neighborhood divided into two parts from a river. There is not much space, but you can put here your houses and some little community lot and put the rest into the downtown.
To wach it correctly I recommend to install the GunMod's Camera Mod.
To install just decompress into your EA Games\The Sims 2\SC4Terrains folder.
