(If possible place the lot on a low-lying plot by the sea - that way there will actually be water for your sims to swim in. I have used terrain paint in the swimmable area, just incase the lot is placed in another location. See Pictures: The top view of the lot show the lot placed inland, the rear view of the lot shows the view if placed along the coastline).
